cant get kac to work

hey i just got new server
and i cant get get kac to work.
and all my other scripts work in the smx folder. except your one.
and i got the latest version of kac to :\

Did you run rcon sm plugins list and see if it shows up?

rcon sm plugins list
See if SourceMod is recognizing it.
Also make sure you have Sockets.

okay i just installed sockets.
but when i type
rcon sm plugins list
in console.
it says.

Unable to connect to remote server (216.245.216.29:27015)
i dont have source mod admin. well made my self admin. unless i need it?
