KAC Public v1.1.0 released!

Update to 1.1.0 released.
Added Cafe Account blocking. Requires Socket 2.3.1.
Added using of KAC global banlist. Requires Socket 2.3.1.
Added blocking of names with multibyte characters (Unicode).
Fixed possible problem with format functions (LogMessage).
Note: Socket 2.3.1 is not required to use the plugin. However, it is required to use certain features listed above. If you do not have Socket 2.3.1 a small warning will be generated saying that it couldn't load socket.ext. It will not harm the plugin's operation, its only a warning.
