why is mat_dxlevel a cheat?

many players use a low dxlevel because they have fps problems and the only difference is that the graphics are much worse

i thought it was a anti-cheat not an anti-fps program

it annoys everyone joining servers and being kicked for this, just type in mat_dxlevel in to google and there are thousands of people complaining about it on server forums

Because a lower mat_dxlevel can cause the engine to not render things properly. Like smoke for example.

what? smoke from smoke grenades always look normal to me
