Eye eagles ban on counter strike source server

Helo to everybody and please excuse may poor english and i hope you understand what i'm meaning!So here it go'es:I'm an admin on a Steam server which runs counter strike source and latelly few of our regular players[i admit they're skill were above the average] have been banned with the explanation eye eagles.Now i've read other posts from this forum and one's found in forums.alliedmods.net but i'm not sure what to think....everyday they request me to unban them becouse they are innocent!
The bottom line is,Kigen was them cheating or it may be an error?
Again,please excuse my bad english and i'm hopping that you will find time to answer me!

Please provide the Steam ID numbers
Without this information it is impossible to proceed.

Ok,my bad.Here it go'es one of them,STEAM_0:1:25462977 witch has been baned in november and this one last night:STEAM_0:0:26118416.Thank you!Was more of them but this two 've remeber it!
And onether one from log's:

And i'm not asking to unban them or anything else,i'm just curios,if this kind of ban apears,it is legit or is a bug?Tnak you again!

After checking the KAC global ban list ...
none are listed as global bans.
So these are local only to your server.
