What about 2 plugins. 1st master like existing for server with sourcemod, 2nd for game client. 2nd will automatically download from server and will report to server cheats...

He's proposing a dual-system where a client must run an anti-cheat program along side their game.

i.e. He's proposing a VAC or Punkbusters-style system where there has to be extra stuff on both the client and server.

This occurs in some league environments, but I think it'd be nearly impossible with open source.

It is impossible to effectively build a client side anti-cheat that is open source without some sort of closed-sourced check.
